Correctional Practice Framework

The Correctional Practice Framework replaces and updates the existing Offender Management Framework with the latest research and evidence in correctional practice.

The framework outlines the theory, evidence base and practice principles that will influence reforms during the next decade in both Custodial and Community Correctional Services.

The framework incorporates the latest research on how to best support people within our corrections system to mitigate their risk of reoffending through meaningful rehabilitation.  

The key principles include:

  • recognising that desistance from crime and rehabilitation is a personal journey
  • harnessing the power of correctional staff and the relationships they build as a key resource for success
  • being responsive to all individuals
  • recognising strengths-based approaches are most effective
  • viewing behaviour and intervention through a trauma-informed lens.

Importantly, the framework aligns Custodial and Community Correctional Services in their aim to:

  • engage in practices that support the attainment of safety within our community
  • manage an individual’s risk and needs ethically and create opportunities for desistance
  • identify the role of staff in the rehabilitation process and how this can support long-term behavioural change.

The framework recognises the importance of being responsive to an individual’s change journey and the role of informed collaboration and social inclusion.

Prison Workforce Strategy

The Prison Workforce Strategy explains how Corrections Victoria will support and upskill the prison workforce over the next 10 years.

The strategy outlines how we will build a supported workforce with the skills, values and competencies required to deliver correctional services of the highest standard.  

In line with this goal, the strategy introduces a Prison Workforce Competency Framework, reflecting the core competencies we value for people who work in prisons.  

This will ensure a consistent and evidence-based approach to recruitment, learning and development.

The strategy's 5 focus areas are:

  • attraction, recruitment and merit-based promotion
  • building and retaining a skilled, knowledgeable and capable workforce
  • promoting the safety and wellbeing of the workforce
  • enhancing Aboriginal cultural safety
  • building a continuous improvement culture.

Each focus area addresses the long-term objectives for our prison workforce and commits to actions that we will deliver over the next 2 years.  

The strategy will be reviewed every 2 years, and new actions developed in consultation with staff.
