A new medium security men’s prison has been built at Ravenhall, in Melbourne’s west, to accommodate 1,000 prisoners. The prison was officially opened on 12 October 2017, and began receiving prisoners on Monday, 13 November 2017.

The new prison is adjacent to the Metropolitan Remand Centre and the Dame Phyllis Frost Centre on vacant government-owned land.

The Ravenhall Prison Project is being delivered as a full service public private partnership (PPP), with the GEO Consortium being responsible for the design, construction, financing, maintenance and operation of the facility over 25 years.

The GEO Consortium was selected to deliver the project following a comprehensive tender process. Key GEO Consortium members are GEO Group Australia, John Holland Group, Honeywell and Capella Capital.

The Victorian Institute of Forensic Mental Health, known as Forensicare, will provide forensic mental health services at the prison, and health services will be delivered by Correct Care Australasia (formerly GEO Care).

Key alliance partners, including Kangan Institute, YMCA, The Gathering Place and Melbourne City Mission, will deliver programs and services both in custody and post-release in the community .

Major features of the project include:

  • built capacity for 1,300 prisoners to meet possible future demand
  • a 75-bed mental health unit, together with forensic mental health services for approximately 100 other prisoners on an outpatient basis
  • plans for service providers to continue to engage prisoners after release to further reduce their risk of reoffending
  • incentive payments for reducing reoffending across the prisoner population
  • flexible prison design allowing future changes to cater for prisoners with different needs.

Construction commenced in February 2015 and was completed in late 2017.

A Project Summary provides an overview of the project and its contractual and commercial aspects.
